Job Description

Position Overview

The CMS OCIP Safety Professional (Ventura, CA) will play a critical role in ensuring compliance with project safety requirements and Owner Controlled Insurance Program (OCIP) standards. This individual will partner closely with project stakeholders, contractors, and insurance representatives to drive a proactive safety culture and ensure all work is performed safely and in accordance with regulatory and contractual requirements.

Key Responsibilities

Safety Leadership & Program Oversight

  • Administer and manage project safety programs to ensure alignment with safety goals and regulatory requirements
  • Provide strategic leadership in establishing and maintaining safe work environments for workers and the public
  • Collaborate with project teams and safety professionals to support accident prevention initiatives

Risk Management & Compliance

  • Conduct comprehensive risk assessments and implement mitigation strategies
  • Perform regular site inspections and audits focused on hazard recognition, unsafe behaviors, and corrective actions
  • Ensure compliance with OSHA standards, contract safety specifications, and OCIP requirements

OCIP Administration

  • Coordinate contractor and subcontractor enrollment in the OCIP program
  • Enforce contract requirements ensuring all parties are enrolled prior to performing onsite work
  • Partner with OCIP brokers, insurance carriers, consultants, and risk management teams on claims and incident management
  • Support loss control efforts and coordinate site visits with insurance representatives

Contractor Oversight

  • Review contractor safety programs for completeness and applicability
  • Monitor contractor performance to ensure adherence to safety standards and regulatory requirements
  • Issue Non-Compliance Reports for violations of safety regulations or OCIP requirements

Qualifications

Required:

  • 8+ years of construction safety experience in commercial, industrial, heavy civil, or water/wastewater projects
  • Strong knowledge of OSHA regulations and federal/state/local safety standards
  • Proven ability to identify hazards and implement corrective actions
  • Experience working directly with contractors, subcontractors, and project teams
  • Strong communication and leadership skills

Certifications (one required):

  • CSP (Certified Safety Professional)
  • ASP (Associate Safety Professional)
  • CHST (Construction Health and Safety Technician)

Preferred:

  • Experience managing or supporting OCIP programs
  • Prior leadership or supervisory experience in construction environments
  • Membership in professional organizations (ASSP, NASP, or similar)
  • Proficiency with Microsoft Office and standard reporting tools
